Local teen reported missing

SPOKANE VALLEY – The Spokane Valley Police Department and Spokane County Sheriff's Office are asking the public to assist in locating 14-year-old Lydia S. Decker. Decker is a runaway that has been deemed at-risk due to her mental health history and behavior.

Decker's family reported her missing and expressed concerns about her safety. They mentioned that she has a history of crisis treatment, threats of self-harm, and assaultive behavior. Authorities have not determined where she might be or who she could be with, but she is known to patronize downtown Spokane and nearby areas.

Decker is described as a white female, 5'7'', 180 pounds, with brown hair and brown eyes.

Anyone who sees Lydia S. Decker or has information about her whereabouts is urged to contact Crime Check at (509) 456-2233 and reference case #10172943.

Spokane Valley seeks park funding

SPOKANE VALLEY – Deputy Mayor Tim Hattenburg presented plans for the Balfour Park sport courts at the special 2025 state legislative agenda meeting of the city council this past Tuesday. The city is requesting $800,000 from the state's capital budget for the project, which includes two basketball courts and four pickleball courts.

Hattenburg pointed out that the sport courts are part of the Balfour Park extension master plan, which serves one of the city's most underserved areas. The park is located next to the new Spokane Valley Library.

Additional investments at the site include pathways, parking, a veterans memorial, and a multipurpose building with restrooms and a police field office.

"We appreciate your help in securing funds, especially for the veterans memorial," Hattenburg said, thanking legislators for their past support.

Mayor Pam Haley added that the city's recent tree-lighting event at the veterans memorial was "very, very well attended. That was the most people we've ever had, so thank you."

City applies for grants

SPOKANE VALLEY – Councilman Rob Higgins discussed Spokane Valley's applications for grants to fund the Balfour Playground and Spray Park at the special legislative agenda council session Tuesday evening. The city is seeking a $500,000 grant through the RCA Wildlife and Recreation Program and a $2 million grant from the RCA Land and Water Conservation Program.

If approved, the grants will help develop a signature playground and spray park as part of the Balfour Park master plan. Higgins stated that the city has already completed phase one of the project, which includes a soccer mini-pitch, pathways, and a veterans memorial.

"As the legislature determines the level of funding for both programs, we ask for your support to provide sufficient funding to award Spokane Valley's Projects," Higgins said.
