Proposal Description: Construct 9’ X 30’ pontoon dock with a 3’ X 20’ aluminum ramp and 5’ X 65’ long stone walkway in the shoreline buffer area for dock access. There is an existing single-family residence on-site.

Proposal Location: Parcel No. 45043.1509 addressed as 11029 E Coyote Rock Lane. The site is generally located along the south side of the Spokane River further located in the NW ¼ of the SW ¼ of Section 4, Township 25 North, Range 44 East Willamette Meridian, Spokane County Washington.

Lead Agency: City of Spokane Valley

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of the completed environmental checklist, the application, Spokane Valley Municipal Code Title 19, 21 and 22, site assessment, and comments from the public and affected agencies. This information is available to the public on request.

Determination: This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date issued. Comments may be submitted beginning November 15, 2024 and must be received by 5:00 p.m. on November 29, 2024.

Appeal:  An appeal of this determination shall be submitted to the Economic Development Department within fourteen (14) calendar days after the date issued.  The appeal must be written and specific factual objections made to the City’s threshold determination.  Appeals shall be conducted in conformance with Spokane Valley Municipal Code (SVMC) 17.90 Appeals, and any required fees pursuant to the City’s adopted Fee Schedule shall be paid at the time of appeal submittal.  Pursuant to WAC 197-11-680, appeals shall be limited to a review of a final threshold determination.
