Sprague Preservation at SR 27

The City of Spokane Valley (City) solicits interest from consulting firms with experience and expertise in right-of-way acquisition. Consultants will be considered for the Sprague Preservation at SR 27 project. This agreement will be for approximately two years in duration, with anticipated start in January of 2025 with the option for the City to extend it for additional time and money if necessary. The contract type is expected to utilize the WSDOT Local Agency Real Estate Professional Services Negotiated Hourly Rate Consultant Agreement.

The City reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.

Project Description

The work to be performed by the CONSULTANT consists of providing all right-of-way (ROW) activities to acquire partial property acquisitions with approximately 10 property owners along Sprague Ave for the Sprague Preservation at SR 27 project. The acquisition process is required to follow the “Uniform Relocation Assistance and Real Property Acquisition Policies Act.” The planned road improvements include replacing the existing wearing course of asphalt, stormwater system revisions, and curb ramp revisions.

The project is federally (FHWA) funded and has 0% Disadvantage Business Enterprise (DBE) goal for the consultant work. Diversity Management and Compliance System (DMCS) reporting is still required.

Right-of-Way services include:

1) Preparing ROW Funding Estimate

2) Preparing Administrative Offer Summaries (AOS)

3) Coordinating and negotiating with all property owners, mostly in-person

4) Conducting appraisals and review appraisals

5) Administrative settlement documentation

6) Preparing final conveyance documents, including legal descriptions and exhibits.

Evaluation Criteria

Submittals will be evaluated and ranked based on the following criteria:

1. Qualifications of Project Team and Key Team Members

2. Firm Experience

3. Ability to meet schedule

4. Project Team Location

5. DBE Participation Plan

6. Organization and Clarity of SOQ

Submittal

For all submittal requirements, please review the complete RFQ, which is available on the City of Spokane Valley webpage, https://www.spokanevalley.org/publicnotices under the “Requests for Proposals/Requests for Qualifications” section.

Submittals must include the firm name and main phone number; name and e- mail address for Principal in-Charge and Project Manager; disciplines provided by the firm and total number of employees within Washington State. Similar information shall be provided for any subconsultants. A Business Statement form must be attached to the SOQ for the prime consultant and each sub-consultant (if any).

Submission of any cost proposals or elements of cost shall be in a concealed format and separate from submitted Statement of Qualification, since these shall not be considered in the evaluation, ranking, and selection phase.
