Blood test ordered after DUI arrest

SPOKANE VALLEY – A deputy found a man passed out in the driver's seat of a running Toyota 4Runner in the middle of the road early on Saturday, Oct. 5. The driver, identified as 33-year old Aleksey A. Karptsov, woke up after several attempts by officers, but appeared confused and refused to cooperate.

The incident occurred at approximately 12:55 am, when the deputy noticed the blue Toyota 4Runner blocking the southeast lane of East Saltese Road, just south of 16th Avenue.

Karptsov was slumped over in the seat, unresponsive, while the vehicle remained running with its lights on. After several attempts to wake Karptsov, the deputy called for additional units, who arrived to block the car from moving and placed spike strips under the rear tire to prevent a potential escape.

Deputies knocked on the windows and loudly announced their presence for about 30 seconds before Karptsov woke up. He seemed confused and did not follow follow the deputies' commands to turn off the car. Deputies turned off the car themselves and noticed several signs of intoxication, including bloodshot eyes, slurred speech, and the smell of alcohol.

Karptsov said he was on his way home and denied the use of alcohol or drugs, though he appeared surprised when they asked why he was stopped in the middle of the road. He refused a field sobriety test and declined a breathalyzer test. Deputies arrested him for suspicion of DUI and obtained a warrant for a blood sample, which was collected for testing.

Karptsov was transported and booked into the Spokane County Jail for DUI.
