Driver flees scene after hitting cyclist
SPOKANE VALLEY – A local woman was arrested for DUI and felony hit-and-run after striking a bicyclist and fleeing the scene on Thursday, Oct. 3. Deputies located the suspect vehicle, a white Ford F150, and the driver, identified as 44-year-old Lisa M. Winnop, was taken into custody after showing signs of impairment.
Deputies responded to reports of the crash at around 4:50 pm, where witnesses stated that the driver of a car matching the description of Winnop’s car hit a bicyclist who was legally crossing the roadway. The driver then fled, leaving the injured cyclist bleeding in the street.
Spokane Valley Deputies, along with Liberty Lake Police Officers, began searching for the suspect’s vehicle, while Spokane Valley firefighters and paramedics treated the injured bicyclist. His injuries appeared to be non-life-threatening and he was taken to the hospital.
Deputies gathered witness statements and surveillance footage, which led them to identify the truck’s driver as a white woman. Around 5:30 pm, a deputy spotted a white Ford F150 matching the vehicle’s description and conducted a traffic stop near Broadway and Sullivan. Winnop exhibited signs of intoxication, including slurred speech, bloodshot eyes, and smelled of alcohol according to the authorities.
Further investigation revealed damage to the vehicle that was consistent with a collision with a bicycle. Winnop refused to perform a voluntary field sobriety test and declined to provide a breath sample.
Deputies obtained a search warrant for a blood sample and arrested Winnop for felony hit-and-run and DUI. She was transported and booked into the Spokane County Jail and is scheduled to appear in Spokane Superior Court.
