Written comments: Agencies, tribes, and the public are encouraged to review and provide written comments on the proposal/project and its probable environmental impacts. All comments received between October 11, 2024 and November 12, 2024, which is within thirty (30) calendar days of the date of this notice ( as adjusted by holidays and weekends), will be considered prior to making a decision on this project. Any person has the right to comment on this project. Further, any person may request a copy of the decision for the proposal once made. Pursuant to Chapter 17.90 SVMC, appeals to decisions for Shoreline Substantial Development Permits are made to the Shorelines Hearings Board. The decision may be appealed within twenty-one (21) days from the date the Department of Ecology receives the final decision

Location of Proposal: Parcel No 45043.1509. The site is addressed as 11029 E Coyote Rock Drive, Spokane Valley, WA 99206. The project site is generally located along the south side of the Spokane River; further located in the SW ¼ of Section 04, Township 25 North, Range 44 East Willamette Meridian, Spokane County Washington.

Existing Zoning: Mixed Use (MU)

SMP Environmental designation: Shoreline Residential Waterfront

Other Permits: City of Spokane Valley Land Disturbance (Grading), Flood Plain Permit, Construction Permits; and other permits as determined may be required.

Studies required: Cumulative Impacts Analysis and Habitat Management Plan. Additional studies may be determined.

Environmental Review: This project is not categorically exempt pursuant to WAC 197-11-800 from environmental review under the provisions of the State Environmental Policy Act. The City of Spokane Valley, acting as lead agency, has reviewed the proposal/project for probable adverse environmental impacts and expects to issue a determination of non-significance (DNS) for this project. The optional DNS process in WAC 197-11-355 is being used. THIS MAY BE YOUR ONLY OPPORTUNITY TO COMMENT ON THE ENVIRONMENTAL IMPACTS OF THE PROPOSED PROJECT. A copy of the subsequent threshold determination for the proposal may be obtained upon request.

applicable development regulations: Title 19 SVMC (Zoning), Title 21 SVMC (Environmental Controls), chapter 21.50 SVMC (Shoreline Master Program), Title 22 SVMC (Design and Development Standards) and chapter 24.50 SVMC (Land Disturbing Activities) are the primary development regulations applicable to the site.

Public hearing: The Shoreline Substantial Development permit is classified as Type II permit and will not be subject to a public hearing. This may be your only opportunity to comment on the impacts of this development.

Comment period: Written comments will accepted October 11, 2024 - November 12, 2024 by 5:00 p.m.
