Deputies deployed Taser twice to subdue

SPOKANE VALLEY — A convicted felon was back in jail in connection with a violent attack only two days after being released from prison.

Logan P.L. Ortiz, 29, is being held in the Spokane County Jail on charges of second-degree assault-strangulation with sexual motivation and third-degree assault.

Ortiz has previous convictions for first-degree burglary, second-degree assault, third-degree assault, criminal trespassing, residential burglary, retail theft, fourth-degree assault, malicious mischief and violation of a protection order.

Ortiz’s return to jail follows a June 7 report of a naked man chasing a woman in the 1000 block of North Bessie Road, records show. Arriving deputies found him and a woman in the 8500 block of East Sharp Avenue.

Records show Ortiz tried to flee deputies, but fell.

He allegedly punched a deputy in the face during apprehension. Deputies used a Taser twice to finally subdue him.

Records show deputies found Ortiz completely naked and the woman crying and “balled up” on a porch in the 8500 block of East Sharp Avenue.

Deputies ordered him to surrender, but he instead laid down by the victim and began hugging her, records show, noting he let the woman up.

A deputy stepped between victim and Ortiz, who continued to disobey law enforcement commands, records show. Ortiz stood up, clinched his fists and took a fighting stance.

Ortiz tried to flee, but tripped and fell, records show. When he got back up, he punched and deputy and prepared to hit another.

Deputies then used the a Taser on him, records show. An initial shot was not effective, so the Taser was used a second time.

Subdued, Ortiz was handcuffed and transported to a local hospital for evaluation, before being booked into the jail.

Meanwhile, the victim told deputies the two had lived together in 2020 had been in jail. Released on June 5, Ortiz began messaging her, records show. Initially she declined to meet up with him, but later agreed.

Ortiz arrived at the victim’s home by bus June 7 and asked to use the restroom, records show. When he didn’t return, she checked to see what was going on and found him naked on her bed.

When she refused to join him in bed, Ortiz dragged her onto the bed and began to strangle her, records show. She broke free, but he caught her and resumed the attempted strangulation.

Elbowing him, the victim told deputies she was able to flee and get out of her home, records show. The naked Ortiz then chased her down the street, catching and attempting to strangle her again.

A neighbor intervened, records show, noting Ortiz released the victim, who then fled again.

Ortiz caught her in the 8500 block of East Sharp Avenue, where he was ultimately apprehended, records show.

The victim was transported to an area hospital for treatment of her injuries, records show.

The deputy who was punched was evaluated and returned to work.
