SPOKANE VALLEY – A man who has a prior vehicular manslaughter conviction was charged with a felony DUI. He was released after his initial court appearance.
On November 14, 2023, just before 4:00 pm, an AMR Medic reported a possible DUI driver on 32nd Avenue, just west of Pines Avenue.
He explained he observed a black BMW stopped in an eastbound lane of 32nd, blocking traffic. The male driver, later identified as 62-year-old Scott C. Reckord, was slumped over in the driver’s seat with the vehicle still running and in gear.
