Reservoir Addition may house new medical facility

Rockwood clinic and Emmanuel Lutheran merge property

CHENEY – Council voted unanimously to approve Ordinance Y-39 at their regular meeting on Feb. 14. This ordinance approves the vacation of an alleyway located between two properties in the Reservoir addition of the city.

Y-39 proceeds from the application of Emmanuel Lutheran Church and Charley Hough, to vacate the alleyway for the purposes of building a new medical facility.

The alleyway which separates the two properties is owned and maintained by the city, and “vacation” in this case means that the city would cede ownership of the alleyway, under certain conditions, to the private owners making application.

“Emmanuel Lutheran has graciously sold their property to us so that we can expand.” Charley Hough said at council.

The dissolution of Emmanuel Lutheran church included the sale of its property, the buyer of which has now been disclosed as Charles Hough, a retired doctor who worked at Rockwood clinic at 19 N. 7th St. for 38 years.

According to Jake Rehm, President of the former church congregation, they were approached in September of 2022, and began evaluating the feasibility of the purchase bid.

“As long as both parties (Emmanuel and Charley) meet the conditions of migrating the city utilities and so forth which run through that alley so that they remain intact, they can effectively merge those two parcels into one property.” Todd Ableman, Public Works Director, said.
