Project to rezone land proposed

CHENEY — A project to rezone 12.07 acres of land from R-2 two-family residential to R-1 single-family residential was proposed by Cheney residents on June 25. The area designated is outlined as Lincoln Street to the east, EWU to the north, Clover Court to the west, and West 5th Street to the south. The intent of the proposal is to maintain construction of single-family housing in a location already dominated by R-1 single-family structures.

Under current provisions, R-1 zones are limited to six dwelling units per acre and R-2 zones are allowed nine dwelling units per acre. A dwelling unit is defined as a building, or portion of building, that provides provisions such as cooking, sleeping, and sanitation, that was constructed for the use of a single family. The maintenance of R-1 zones will aid in controlling population density within the communities.

No other policy changes are being proposed and the only requirement stipulated in the report was an Environmental Review. “The lead agency for this proposal has determined that it would not have a probable significant adverse impact on the environment if the following mitigation measures are followed,” said Planning and Economic Development, Senior Planner Brett Lucas.

It is anticipated, after a review of the environmental checklist and site plan, an Environmental Impact Statement will not be required. Comments from the public regarding the Determination of Non-Significance must be submitted within fourteen days, between July 1 and July 15, 2021. The completed file can be viewed at the Permit Center of the Planning Department, Monday through Friday, 8 a.m. – 5 p.m.

A public hearing on the issue will be held on Aug. 9, 2021, at 6 p.m.
