A question of who owes whom

AIRWAY HEIGHTS — Members of city staff and council met with lawyers and councilmembers of the Kalispel Tribe Oct. 1 to discuss perspectives regarding the city’s request for outstanding mitigation payments totaling $1,069,500 through a letter mailed by Mayor Kevin Richey Sept. 15.

The Tribe responded with a letter written by Tribal Administrator Darren Holmes, within the city’s 15-day limit, but a check wasn’t included.
