Cheney officials believe overall project cost could drop due to significantly reduced depth
Cheney’s City Council approved a fourth change order to the city’s Well 3 drilling project at its Jan. 8 meeting — a change that officials believe while increasing the cost of drilling a new well will actually decrease the project’s overall expenditure.
