The Cheney City Council took the unusual step of holding a executive session at the beginning of its Sept. 11 meeting, rather than near the end.
After hustling people out of the room for 15 minutes, the council reconvened and approved a short resolution read by city attorney Stanley Schwartz authorizing city officials to make an offer to purchase land from a local seller.
