West Plains summer road work kicks off

There are several road projects happening on the West Plains over the summer.

In Cheney, State Route 904 will be resurfaced with hot mix asphalt through the city from Betz Road to Mullinix Road. Shamrock Paving will be the contractor on the $1.62 million project

In a separate project, the Washington state Department of Transportation has already done some of the work with some Americans with Disabilities Act (ADA) that will take place until mid-June.

The city also plans to do street preservation work in on Simpson Parkway. In December, Cheney was awarded a $442,560 grant from the state Transportation Improvement Board's Arterial Preservation Program, which covered for 90 percent of the project's costs.

The project will include both street and sidewalk preservation work on the 2,800-foot arterial, built in 2002, that connects SR 904 with North Sixth Street.

In the city of Medical Lake, maintenance crews will repair portions of Howard, Fellows, Sherman and Barker streets that were damaged due to the winter and wet spring.

"The game for us is repair," City Administrator Doug Ross said. "It would be nice to reconstruct some streets, but after the weather we've had, our focus is on repair."

The city will pay for the repairs through TIB grant funding. Ross applied for another $14,000 grant and TIB officials will visit the city and examine areas that need patching.

Several curb ramps along Lefevre Street were redone to meet ADA standards. Ross explained this work was completed by WSDOT, who will repave SR 902 to Interstate 90 in 2018.

In Airway Heights, the first phase of Garfield Road/Sixth Avenue reconstruction project is expected to be completed this summer.

Phase one of the project includes reconstructing a transportation loop along Garfield Road and Sixth Avenue from its intersection with U.S. Highway 2 to the intersection at Russell Street. Work for the project includes widening the road, removing and replacing existing asphalt, and making road bed improvements. The project also features travel lanes, parking lanes and swales on both sides, as well as a shared-use path on one side.

Public Works Director Kevin Anderson said construction could begin as early as late June and last until October.

As for delays, Anderson said there are side streets that could accommodate the traffic.

"We haven't opened the contractor's plan, but there are going to be delays for people who are trying to get to businesses and restaurants," Anderson said.

The city will also begin the design phase of its crossing improvement project. The city received a Complete Streets Award from the TIB. Part of that funding will be to replace some of the curb ramps in the city to meet ADA standards.

West of Airway Heights the Spokane Tribe of Indians will begin constructing off-site road improvements near its new casino. These include the construction of a two-lane roundabout on U.S. Highway 2, at the entrance to the casino. Developers are also required to install partial turn restriction improvements at the Craig Road and Highway 2 intersection.

In an email, Mike Tedesco, director of the Spokane Tribe's planning and economic department said once he receives approval from WSDOT, construction on the road improvements can begin.

Spokane County is hoping to replace the timber bridge on Richey Road, near its crossing of Deep Creek - a project that was scheduled to be completed last year.

The city of Spokane is doing watermain work at Westbow Boulevard and Hallett Road. Project manager Mike Zangara said the 35-day project is scheduled to begin the day after Memorial Day. There will be a detour on Hallett Road leading to Thomas Mallen Road. After that work is completed, crews will be conducting road work east of Thomas Mallen and Aero roads.
