The Cheney City Council performed a sort of “do over” at a special meeting Sept. 19 regarding a contract agreed to at its Sept. 13 meeting between the city and Dow Excavating for leasing property at what used to be known as Myers Mobile Home Park.
Original contract documents specified that Dow intended to lease one parcel of the vacant mobile home park, which the city acquired in 2010 as part of a settlement with the former property owner Thomas Myers. City officials told the council that the parcel numbers they received from the Spokane County Assessor’s office were in error, and that Dow wants to lease all four parcels.
Before voting on the revised resolution, council members Doug Nixon and John Taves again voiced concerns they made at the Sept. 13 meeting regarding Dow’s use of the land, namely that another mobile home park could be built on the property. Neither council member expressed a desire to have such a development.
“Are we opening ourselves up for this?” Nixon asked.
Public Works Director Todd Ableman said the property is zoned Commercial, not Industrial as previously stated on Sept. 13.
“It’s whatever is allowed in that zone,” Ableman said. He added that mobile home parks were not allowed in a commercial zone.
Mayor Tom Trulove pointed out that Dow’s contract lists permitted uses as well, one of which was a seasonal-occupied RV park. He added that if Dow carries through on his purchase option for the property, additional limitations could be put on the agreement as well.
Council approved the revised contract, which only contained language changes specifying the proper parcels included in the lease.
