At the June 7 meeting, the Airway Heights City Council authorized a work order for Century West Engineering to develop a pavement management plan for the city.
Public Works director Kelly Williquette explained that the management plan would consist of doing an inventory of all pavements, streets and sidewalks.
Williquette said the city would go and take a coarse sample of asphalt from the base and sub base of paved streets and gravel roads.
“This is something we do every year,” Williquette said. “We’ll break out a chunk of asphalt and do a pavement condition rating.”
Williquette said when crews start the work, this may cause a little inconvenience to some drivers, however, crews would have traffic detour around the work sites.
Williquette said the city would collect traffic data to determine where the high volumes are within the city limits.
The plan will also have rehabilitation and reconstruction strategies, as well as strategies for funding sources to go toward some of the improvement projects. Williquette explained that some of money in the city’s Transportation Benefit District fund (TBD) would go toward matching dollars for projects.
Back in April, sales and use tax within the city went up from 8.7 to 8.9 percent to provide funding for a TBD to improve roads and streets. The money the city receives from the tax increase is deposited into a TBD fund that was established through Ordinance C-819.
In an email, Airway Heights Clerk-Treasurer Richard Cook wrote that the city received $25,279.21 after one month of sales tax for the TBD.
Williquette said some of the projects would come from the city’s six-year transportation improvement plan.
“We’re going to be using taxpayer dollars and we want to make sure we’re putting those dollars in the right place,” Williquette said.
