Cheney council approves SR-904 landscaping plan

Last Tuesday night, after hearing 90 minutes testimony from the public, the Cheney City Council and involved professionals, the council unanimously upheld the finding of fact to substantiate its decision on the moratorium.

The moratorium was passed July 24. In accordance with state law, the council must convene with in 60 days to adopt a finding of fact if a moratorium is adopted without a public hearing.

Possible leakage and an increase in non-revenue water levels were the main points of concern.

The council members were mixed on the moratorium but unanimously agreed to try and learn more about the situation and want to avoid forced conservation.

Other resolutions the council passed were approving the submission from Ken Van Voorhis for enhancement landscaping improvements at SR-904 and Betz Road.

Eastern Washington University will landscape the islands in exchange for signage. The recommended plan cost $291,100, more than $100,000 over the cost of the second alternative.

Approval for Washington State Traffic Safety Commission (WSTSC) is offering overtime funding for night-time seat belt enforcement from Oct. 22 to Nov. 5.

Patrols will be from 7 p.m. to 12 a.m. On duty personnel will not be funded under the grant and copies of ticket must be forwarded to Olympia, Wash. in order for agencies to be reimbursed.

In other news, the council authorized the Mayor Allan Gainer to approve an application for the Staffing For Adequate Emergency Response (SAFER) grant.

The five-year grant allocates financial assistance in the hiring of additional firefighters and recruitment and retention of volunteer firefighters.

The council also awarded the bid for the compost grinder to Peterson Pacific Corp. and agreed to accept a 2007 teamster's contract that includes a 3.5 percent salary increase and has provisions to allow until Feb. 29, 2008 for bargaining of the new contract.

After the pledge of allegiance, Gainer asked for a moment of silence for the victims of 9/11 prior to conducting the council meeting.
