County's Secret Witness again seeks assault fugitive

Secret Witness is offering a cash reward for information that results in the capture of a fugitive who has failed to surrender to serve his sentence on a second-degree assault conviction.

This is the second time he has been targeted for arrest.

An undocumented alien with a history of assault and intimidation, Francisco Lara-Higuera was still allowed a deferred reporting date after being convicted for an assault that occurred in a Spokane Valley restaurant last year.

He failed to surrender at the Spokane County Jail and now has two warrants out for his arrest, one for second-degree assault and the other for bail jumping. Detectives are unsure if he has fled the country or still remains in the Spokane area.

Lara-Higuera is a 24-year-old Hispanic male who is 5 feet, 6 inches tall and weighs 200 pounds. He has black hair and brown eyes, and last gave an address of 117 S. Ralph in Spokane.

Persons with information regarding his whereabouts should call the Secret Witness Tip Line at 327-5111. Callers do not have to give their name to collect the cash reward, but should leave a code name or number with the operator.

Secret Witness is a civilian organization that pays cash rewards for information that solves Spokane-area crimes. It is not affiliated with law enforcement.
