Jorge L. “Sandy” Santiago, 70, passed away Nov. 3, 2016 at his home in Cheney. Jorge was a retired master sergeant in the U.S. Air Force and worked for the State of Washington Military Department. Dick passed away peacefully in his sleep in Spokane, Wash. on Oct. 23, 2016 at 70 years old. Dick was born in Spokane on Dec. 2, 1945 to Francis and Margaret Lee.
