The American Red Cross is better prepared to handle emergencies thanks to their fleet of 12 Emergency Communications Response Vehicles (ECRV).     By BECKY THOMAS Staff Reporter Turnbull National Wildlife Refuge has begun tracking elk migration patterns in the refuge area, thanks to funding and volunteers from a number of organizations. The tracking study, begun in mid-March, is meant to measure the effects of a limited elk hunt planned for this fall, which is ultimately meant to keep elk from relying on the refuge for food and shelter. Chris Gregoire's state budget proposal was joined by a Senate plan on Saturday, Feb. 27. The Senate budget, developed by the Democratic majority and approved by a 25-19 vote, recommends the prison's population be reduced by 50 percent to 86 offenders by fiscal year 2011.
