Jackee Stearns initially entered a not guilty plea at an arraignment in August to charges of residential burglary and third-degree theft. Initially projected to start accepting flows Oct. 6, the plant is now treating water at a low capacity.     The Cheney Fire Department will set off on the annual Candy Cane Hayride through Cheney started at 4:30 p.m. Dec. 17.     By JAMES EIK Staff Reporter The first round of snowfall to stick in Medical Lake activated the city's snow plows, but the procedure hasn't changed in recent years. Crews in the city plow from midnight to 6 a.m. when snowfall is heavier than 2 inches on arterials and 4 inches on residential streets.
