    Cheney's Veterans of Foreign Wars Post 11326 has announced the winners of the 2017 Voice of Democracy and Patriots Pen youth scholarship competition. The department was honored with a State Auditor Stewardship Award by the Washington State Auditor's Office at the City Council's Dec. 12 meeting.     Besides passing the almost $31.2 million 2018 budget, the Cheney City Council also took care of a number of year-end budget-related items as well as making a couple of purchases at their Dec. 12 meeting. The council held all three readings and final passage of the city’s 2018 salary ordinance.     At the Dec. 18 Airway Heights City Council meeting, the board looked over the recommendations from the Planning Commission on rezones around the town. They had previously heard a handful of comments from citizens being affected by the proposed changes.
