    The West Plains Little League 9-10-year-old All-star team blitzed it's way through District 13 competition to win the district title and advance to the state tournament July 18-26 in Montesano. The tournament was originally scheduled to be held in Cheney, but due to the water shortage issues the past several weeks was moved to Western Washington.     The city of Airway Heights is following suit and joining Medical Lake and Cheney in conserving water this summer.     The city of Airway Heights is seven months into its new agreement with Spokane County and the city of Spokane for solid waste disposal services and things seem to be going well. Back in November they entered into an agreement with Spokane County and Spokane for with gate fees of $70.50 per ton.     After several months, the Medical Lake Planning Commission met June 25 with one less member in the ranks.     The city of Airway Heights is coming off a somewhat rocky Fourth of July weekend.
