    CHENEY -- With the National Weather Service predicting snow accumulations between 5-8 inches around Spokane and Eastern Washington, city of Cheney officials have issued alerts to citizens on what to expect when the time comes to plow the streets of the white stuff. According to Cheney's snow removal regulations, plows will begin removing snow once two (2) inches has accumulated and will continue to plow as long as the streets and arterial roadways remain unclear.     CHENEY – The National Weather Service has issued warnings for potential severe weather overnight across most of Eastern Washington.     CONNELL -- State Highway 17 reopened about 3:15 p.m. today, Jan. 2, after crews finished cleaning up debris from a tractor-trailer crash that left crushed cars on the roadway.
