    OLYMPIA — The state Transportation Commission voted Tuesday to recommend the state implement a new pay-by-mile road tax. The commission recommendation is expected to be presented to Gov. Spokane County Search and Rescue officials this morning identified the missing pilot as Terry Coleman, 67, of Colville.
